Navigating your child’s educational journey can feel overwhelming. If you suspect the school district’s evaluation missed key details, you have a powerful tool on your side: the Independent Educational Evaluation (IEE).
Think of an IEE as a second opinion for your child’s learning needs, conducted by an expert who is not employed by the school district. This process provides a fresh, objective view, untethered from school district budgets or staffing limitations, to ensure your child’s educational plan is tailored exactly to their needs. It is your legal right and acts as a helpful safety net to ensure your child's plan is just right.
If you feel the school’s testing didn't capture the whole picture, an IEE brings an outside expert's voice to the table that the school must consider. To begin the process, simply send a written note to the school, ideally during the same school year as the district’s assessment you disagree with. Once requested, the district must either agree to fund the IEE or file for a legal meeting (due process) to defend their own testing. The evaluation process itself, from
The Request Process:
Initial Request: Send a formal written request to the school district stating that you disagree with a specific district assessment and formally request an IEE at public expense. Keep the request simple and to the point.
District Response: The District must respond within 15 days by either agreeing to fund the IEE or initiating a due process hearing.
Assessor Selection: If the District agrees, they will share IEE criteria and a list of assessors. You can select an assessor from their list or choose your own qualified evaluator and notify the district in writing.
Projected IEE Dates: A Parent Planning Guide:
| Step | Action | Projected Timeline |
|---|---|---|
| Request & Response | Parent sends a formal written request for an IEE at public expense to the District. | Day 1 (Start Date) |
| District Decision | The District will respond by either agreeing to the IEE or initiating a due process hearing. | Within 15 days of the assessment request |
| Assessor Selection | The District provides a list of assessors; parent selects a choice in writing. | Within 15 days of receiving the options (recommended) |
| Contracting | The District and assessor finalize the service contract. | Typically, this process can take a while because the contract may require fingerprinting, insurance verification, and board approval. |
| Evaluation Completion | The independent assessor completes all interviews, assessments, and the written report. | Minimum 60 days from the start of the assessment |
| IEP Meeting | The District convenes a collaborative IEP meeting to review and consider the IEE report and findings. | Within 30 days of the District receiving the completed IEE report |
The goal of an IEE is to get comprehensive data and recommendations that lead to an appropriate educational placement and supports. As a parent, you have the right to choose your own qualified evaluator who will conduct in-depth assessment of cognitive, academic, and social-emotional processing, review records, and observe your child in their learning environment. The evaluator will also present the IEE data and explaining clinical recommendations to help advocate for your child’s true needs at the table.
As a Licensed Educational Psychologist, I specialize in Independent Educational Evaluations (IEEs) for preschool and elementary school students. My focus is on providing objective assessments and clear recommendations, keeping in mind that your child receives a Free Appropriate Public Education (FAPE) in the Least Restrictive Environment (LRE).
If you are seeking clarity on educational placement and recommendations or need an expert to translate your child’s clinical diagnosis into actionable educational criteria (Ed Code), let's partner together.

If you choose a Licensed Educational Psychologist, like Monica Trost, here is an example of what you can send the district when selecting your evaluator:
"I have selected Monica Trost, a Licensed Educational Psychologist (#4660), to conduct the psychoeducational evaluation IEE. Monica is located in Walnut Creek, CA, and can be contacted at monicatrost@preparedparentadvocate.com. I request that the district contact her directly to formalize the contract and begin the IEE process."
